Who is the painter?

I was hoping you might be able to help me with something. I have acquired a painting

by C. Chan. It is a large sail boat with 3 people on it and a small boat with one

person on it. On the back of the painting it has a sticker that says:

"Collectors Corner, INC Certificate of Authenticity. Certificate Of Registration

E 47518 Collectors Corner will assist in the settlement of claims due to loss through

fire or theft. Your insurance company should contact C.C.I. directly for value determination."

Also on the canvas on the back it is written in pencil "Kirtner #3 Owen".

I was looking and was wondering if it might be a painting by Chet Chan. I would appreciate

any information you might be able to provide.
