A purported “oknha” was arrested in Phnom Penh on Tuesday night for being worth a bit less than his honorific title might imply.
Police said the man had drafted a cheque for a million dollars to invest in the business of a fellow tycoon’s son, only to have the hefty cheque bounce.
The bilked businessman filed a complaint, and cops invited the untrustworthy tycoon down to the station before putting him in detention over his lack of funds.
