Cops flat-footed after shooting on doorstep

Phnom Penh locals at the scene of a robbery on Tuesday were critical of police, who were more than a little slow to react when a 24-year-old university student was shot in the early morning near the Russei Keo district police station.

Police said the victim and a friend were riding their motorbikes home when four men appeared on motos and pointed a gun at them. The friends split up, and the gang followed one, shooting him once in the arm. The suspects stole his motorbike and fled. KAMPUCHEA THMEY
