Police responding to a complaint arrested four drug users in Daun Penh district in what was a lively Wednesday morning.
Villagers living near the railroad tracks in the area had told authorities they were worried about a group of local drug-using “gangsters”.
Cops arrived to check it out, made the arrests and seized some smoking paraphernalia.
Police said they intend to educate the users, not to send them to court.
