In a Dickensian twist of events, a 16-year-old boy was arrested on Tuesday for stealing money allegedly to buy food.

The homeless boy used a razor to slice a small hole in a woman’s handbag and pulled out her wallet while she was distracted at a Phnom Penh market.

The clever crook almost got away, but the woman caught on and called for help. Police caught the boy, who confessed he was hungry and needed cash. KAMPUCHEA THMEY
