The old saying that it’s not illegal unless you get caught rang true on Wednesday after four young lads were arrested for stealing a motorbike in Phnom Penh’s Tuol Kork district.

After market security guards grabbed the ringleader off the stolen motorbike, his three cohorts escaped, but were caught by police a few hours later.
