"Fleeing on foot” quickly became “lying on back” for an alleged thief in the capital’s Daun Penh district on Tuesday.
Police said the suspect was on the run on the riverside after snatching the phone of a strolling tourist – who was in hot pursuit – when bystanders stepped into his path and knocked him flat before he made it 100 metres.
