When a motorbike thief was pulled over by police in Kampong Thom province and only fined for not wearing a helmet, he must have thought it was his lucky day.

It wasn’t. Just as the 30-year-old was riding off into the distance on his stolen wheels, the officer who had issued the citation received a phone call.

On the line was a colleague from Preah Vihear who told him to look out for a man on a stolen moto. Realising it was the helmetless chap he had just fined, the officer chased him down and arrested him. Kampuchea Thmey
