The Securities and Exchange Regulator of Cambodia (SERC) is vigilant in ensuring that the market operates in a transparent, accountable and orderly environment.

With more and more investors and companies entering the Cambodia Securities Exchange (CSX) since its establishment, it is even more important for the SERC to ensure the market is well regulated.

One of SERC’s priority areas is in strengthening professionalism among market participants through regular training, such as the compulsory Training and Examination for Approved Persons and the Continuing Professional Education (CPE) programme.

The management and senior staff of companies that are licensed or authorised by the SERC to work in securities, collective investment schemes or derivatives, or any business that provides services in the sector, are required to attend the Training and Examination for Approved Persons and CPE programme.

Who can attend these courses?

Training is conducted in Khmer, with English and Chinese translations. SUPPLIED

Training and Examination for Approved Persons refers to the course organised by the SERC for all individuals who work in companies that do business and provide services in the securities sector.

These include senior and technical staff, and other key employees with the companies involved. Members of the public can also apply to join.

The training focuses on regulatory frameworks and other topics pertaining to the securities sector.

After attending the training, participants take an exam organised by the SERC.

After passing the Training and Examination for Approved Persons, the CPE programme ensures high standards with continued learning.

Why is it necessary to attend the training?

One of the regulator’s core focuses is on developing human capital for the industry. SUPPLIED

The staff of relevant companies need to attend the SERC training and pass the examination in order to be licensed, recognised and/or authorised as a service provider in the securities sector.

The CPE programme then further strengthens the sector by keeping participants abreast of new regulations and developments after having gained their initial qualification.

To keep their qualification valid and continue doing business or providing services in the securities sector, participation in the CPE programme every two years is required, with the attendance requirement needing to be fulfilled.

The qualification is renewed if participants show at least 80 per cent attendance, with them not having to re-sit the exam.

The SERC has held the training courses and examinations since 2010, hosting more than 20 sessions, including online classes, with 1,635 participants having attended.

The SERC organises the training, which covers the entire Cambodian securities market system, at least twice a year.
