Budget Analysts (4 Positions)
The General Department of Budget (GDB), Ministry of Economy and Finance (MEF) will recruit national staff with potential analytical skills as Budget Analysts. The selected candidates will undergo vigorous on-the-job training by external expert working in MEF and senior officers of the GDB to prepare them for the tasks defined in the Terms of Reference below.
A. Terms of Reference
The candidates will provide support, conduct analysis, and assist the GDB in the following broad areas of work but not limited to the following:
1- Analysis of the medium-term resources, trends and commitments and prepare budget ceilings forecast by sectors and line ministries.
2- Review of the Budget Strategic Plans of the line ministries and linkages of their programs with national priorities and the National Strategic Development Plan.
3- Conduct pre-budget performance review meetings with the line ministries and provide advice on program structure and use of performance indicators (PIs).
4- Review and examine the budget proposals by the line ministries for consistency with their BSPs, linkages of programs, program structures and integrity of the PIs.
5- Participate in the budget review/negotiations meetings.
6- Carry out regular monitoring of program performance through the review of the monitoring reports submitted by the line ministries.
B. Qualification and Experience
The candidates should have the following core competencies:
1- Candidates must be below the age of 35 years, have a high school diploma (Bac II) and at least a Bachelor’s Degree in economics, public finance, public administration or in a related field. An undergraduate degree from a highly recognized international university may with 5 years of relevant experience may be considered on an exceptional basis.
2- Demonstrated proficiency in the management of data base with a very high level of computer proficiency.
3- Be of good character and integrity and demonstrate ability of adapt to public service.
C. Duration of The Contract
The Contract for the service is for 1 year period (6-month probation included) with possibility of extension up to 3 years and possibly to be recruited as Government Officials according to their performance.
