  Abt Associates, a global leader inimplementing technical assistance programs and research in the fields of global health, health systems, infectious diseases,economic growth, agriculture, social and environmental policy, and climate change, seeks highly qualified candidates for the anticipated five-year USAID-funded Cambodia Malaria Elimination Project 2 (CMEP 2) which aims to strengthen local capacity in malaria prevention, diagnosis, and management, as well as surveillance and reporting, in order to reach elimination targets in Cambodia by 2025. The activity is expected to commence in six provinces: three provinces (Pailin, Batambang, and Pursat) where the U.S. President’s Malaria Initiative (PMI) is currently supporting implementation of malaria elimination activities and three provinces (Kep, Kampot, and Koh Kong) where PMI is providing technical assistance to the Provincial Health Departments (PHD) to conduct these activities on their own.   All positions are contingent upon USAID award to Abt Associates.   Chief of Party (COP) - the COP will provide strategic direction, overall coordination and management of the project, including oversight of financial and contract management, and support to the project’s technical team, client, and counterparts in the implementation of CMEP 2 activities. Candidates must have a master’s degree in public health or another relevant field; minimum of 10 years of relevant work experience managing complex health programs in developing countries including extensive malaria elimination program experience. Experience working in Cambodia or another country in the Greater Mekong Sub-Region is preferred.   Deputy Chief of Party (DCOP) - the DCOP will provide operational leadership and manage planning and implementation of project activities under the direction of the Chief of Party. S/he will supervise the project’s provincial coordinators and technical specialists, and work with the client and counterparts including overseeing communications and community outreach. Candidates must have a master’s degree in public health or other relevant field; and a minimum of six years of relevant work experience, including experience implementing international development programs, including significant experience in malaria programs. Prior experience with USAID programs is highly desirable. Experience working in Cambodia or another country in the Greater Mekong Sub-Region is preferred.   Finance and Administration (F&A) Director– The F&A Director is responsible for overall financial and administrative management of the project including forecasting, financial reporting, procurement, staff recruitment, project finance and administration-related training, accounting and payroll, and other human resource functions. S/he will liaise with Abt headquarters to ensure program budget meets program objectives and will ensure program operations run smoothly. Candidates must have a bachelor’s degree and 10 years’ experience (master’s plus six to eight years’ experience preferred) in finance, business, accounting, or other relevant field, and at least five years of experience managing project finance and administration for international development programs in Cambodia.Expertise in USAID contract and compliance regulations required.   Monitoring and Evaluation Manager- The Monitoring and Evaluation Managerwill be responsible for providing overall monitoring, evaluation, and learning management and direction to CMEP 2. Candidates must have a master’s degree and 7 years of experience developing and implementing surveillance systems, monitoring systems, and conducting evaluations, preferably in developing countries; andexperience working with malaria prevention, elimination programs, or related public health programs.
