The Advocacy and Policy Institute (API) is a Cambodian non-profit and non-Government organisation that has mission to serve the long term democratic and social development needs of Cambodia through the empowerment of people to interact with their Government to protect their rights and provide for their needs. API’s new Strategic Plan 2019-2023 consists of three components 1) Policy Influencing 2) Citizen Engagement, and 3) Access to Information. The goal is to fulfil rights and enhance voices of citizens for sustainable development in Cambodia.
API will conduct a mid-term project evaluation on the Pro-Citizens project funded by Bread for the World (BfdW) and DanChurchAid (DCA) from 2016-2019. The Pro-Citizens project aims for: 1) The capacities of individuals (women, men, and youth) and CBOs are improved to participate in decision making processes on commune development processes 2) The capacities of local councils are strengthened to work with CBOs and NGOs in response to public needs 3) Enhanced partnerships between government and civil society in responding to public needs and concerns. It operates in 40 communes of 11 districts in 5 provinces (Kampong Thom, Kampong Chhnang, Kampong Speu, Banteay Meanchey and Pursat) and at national level.
API seeks to recruit an individual or team of consultant/s to carry out the mid-term project evaluation of this project. The select consultant (s) is expected to conduct the evaluation in the period of 1-30 November 2018. Consultant(s) will be accountable for delivering the mid- term project evaluation report as agreed on the report format in English with high quality.
