We are seeking highly-motivated, dynamic, customer-oriented, results-focused, and change-driven candidate to fill the following position:
Job Title: Director of Human Resource and Institutional Development
Report to: Executive Director (ED)
Type of contract: Unspecified Duration Contract (UDC)
♦ Guide the growth and development of PSK’s human resource; grow technical, management, and leadership skills among individuals that work within teams; create a dynamic, results-orientated and team-focused organization;
♦ With support from the Executive Director, ensure that all staff have a clear understanding of the strategic vision, mission of PSK and the strategic initiatives outlined in the Strategic Plan;
♦ Ensure that PSK’s core values are a living presence within our daily work;
♦ Recruitment and talent management: use innovative approaches to hire the best talent available, build image of PSK as an employer of choice;
♦ Manage HR department budget;
♦ Manage partnerships and contracts between PSK and institutional development/capacity building partners;
♦ Improve professional development within PSK through leading the design, management, and continual improvement of capacity building efforts in the organization, and specifically with key staff, as well as oversee PSK’s training policy;
♦ Establish and promote the high level of understanding of industrial relations and occupational health and safety in the organization;
♦ Ensure PSK complies with all local Cambodian labor laws.

♦ Master degree in HR Management or other relevant fields.
♦ At least 5-7 year experience in human resource management in international, national or private sector organisations
♦ At least 5 year experience in management at director level position
♦ Experience in managing HR budget, HR level of effort (LOE) and payroll, NSSF, Tax and HR Software
♦ Excellent verbal and written communications skills, both English and Khmer
♦ Be adaptable, flexible and capable of managing the changes in the organisation
♦ Strong team building skills and be able to demonstrate the development of a team spirit across the organization – including the senior management team.
