The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance and the Ministry of Public Works and Transport (MPWT) has received financing from the World Bank toward the cost of the KH-Road Asset Management Project II and RAMP-IIAF (Additional Financing), and intends to apply part of the proceeds for Consulting Services.

The consulting services (“the Services”)include International Procurement Expert (IPE) services for sections of NR4 (RAMP-IIAF).
The MPWT now invites eligible individual Consultants to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The minimum qualifications requirements are:
i. At least Ten (10) years of experience in procurement of civil works and consulting services; working experience in Asia will be an asset;
ii. At least Five (5) years of relevant procurement experience under multilateral funds;
iii. At least Three (3) assignments as International Procurement Expert;
iv. At least Two (2) assignments for contracting Improvement Works for Roads / Bridges; experience in BOT contracts or OPBRC will be an asset;
v. At least Two (2) experience as Lecturers / Trainers in Public Procurement;
vi. At least Bachelor in management, economics, business administration, engineering or any related field; vi. Post-Graduate level or Master Level preferred;
vii. Knowledgeable of the World Bank Procurement Regulationsfor IPF Borrowers for Procurement in Investment Project Financing, Goods, Works, Non-consulting and Consulting Services, July 2016;
viii. Excellent communication skills, speaking and writing in English;
ix. High level of computer literacy for the use of Microsoft Office; and,
x. Professional interpersonal skills to be able to work in team.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016.
