HI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions   We are currently seeking several creative, enthusiastic and innovative candidates to fill in the following positions for the USAID-funded project, Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President’s Emergency Plan for AIDS Relief (PEPFAR). LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in prevention, treatment and care across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.  
LINKAGES Deputy Director
  The Deputy Director is responsible for supporting the Director in leading the management and operations of LINKAGES in Cambodia and will also contribute to the technical leadership provided by the project. The Deputy Director will work closely with the Director, FHI360 Cambodia country office and LINKAGES HQ to assure that all project objectives are achieved. This position will be located within the FHI360 Cambodia country office and supervise up to four staff.   Minimum qualifications: Bachelors level degree in public health, sociology, international development or related field. Masters degree preferred. At least 10 years of combined experience demonstrating technical expertise in HIV prevention, care and treatment for key populations. Previous experience working in Cambodia with civil society organizations and key population communities is strongly preferred.  
LINKAGES Information Communication Technology and Social Media Technical Advisor
  The ICT and Social Media Advisor is responsible for leading LINKAGES Cambodia’s support to NCHADS to utilize technology to increase testing and case finding for key and priority populations, link HIV+ people to services and reduce stigma at healthcare facilities, and within the community. S/he will work closely with ICT experts, health authorities at the national and provincial level, FHI 360 colleagues and partners to implement an ICT assessment as well as develop mobile health innovations to deliver HIV and related information and services to key and priority populations.   Minimum qualifications: Bachelors level degree in public health, sociology, international development, marketing/advertising, computer science or related field. Masters degree preferred. At least 5 years of demonstrated technical expertise in ICT for development with a focus on HIV services for key populations. Previous experience working in Cambodia with direct communication with government counterparts is strongly preferred. Experience using social media and other ICT channels/platforms for development/health programs.  
LINKAGES Stigma and Discrimination Technical Advisor
  The S&D Advisor is responsible for leading technical assistance to Cambodia’s National Center for HIV/AIDS, Dermatology and STD (NCHADS) and civil society implementers in the monitoring and reduction of stigma at healthcare facilities and elsewhere. The Advisor will work closely with an Information Communication Technology (ICT) and Social Media Advisor to support NCHADS roll out of an electronic system, SMS2, to monitor patient experience and S&D at HIV service facilities (among other S&D reduction initiatives). This position will be embedded within NCHADS. The S&D Advisor will provide leadership in technical approaches to monitor and reduce KP and HIV-related S&D and coordinate with other LINKAGES technical advisors and global technical experts in support of the LINKAGES workplan in Cambodia.   Minimum qualifications: Bachelors level degree in public health, sociology, international development or related field. Masters degree preferred. At least 5 years of combined experience demonstrating technical expertise in HIV prevention, care and treatment for key populations as well as designing, implementing, and/or monitoring structural interventions to improve HIV services for key populations or other marginalized populations. Previous experience working in Cambodia with direct communication with government counterparts is strongly preferred.  
LINKAGES Strategic Information Technical Advisor: Cambodia
  The SI Advisor is responsible for providing technical assistance to NCHADS in data analysis, enhanced case profiling and other strategic information issues and is also responsible for leading the monitoring and evaluation of the project itself. This position will be embedded within NCHADS.   Minimum qualifications: Bachelors level degree in public health, sociology, international development or related field. Masters degree preferred. At least 5 years of combined experience demonstrating skills in quantitative and qualitative analysis with the capacity to utilize a wide variety of data in graphs, charts and other presentations for HIV prevention, treatment and care programming and/or key populations. Previous experience working in Cambodia with direct communication with government counterparts is strongly preferred.  
LINKAGES HIV Testing Services Technical Advisor: Cambodia
  The HIV Testing Services Advisor is responsible for leading LINKAGES’ technical assistance to NCHADS in global best practices to increase key and priority populations access to and utilization of various testing innovations, including HIV self-testing. This position will work closely with NCHADS to develop and launch Cambodia’s first self-testing demonstration project and will work closely with the ICT/Social Media Advisor to develop demand generation strategies that are specific for testing. This position will be embedded within NCHADS.   Minimum qualifications: Bachelors level degree in public health, sociology, international development or related field. Masters degree preferred. At least 5 years of demonstrated key population technical expertise, with substantial HIV prevention, care, and treatment experience; and/or experience developing HIV testing tools and guidelines and/or capacity building for HIV testing services.
