1. The Royal Government of Cambodia (RGC) has received a loan from the Asian Development Bank (ADB), and grants from the Global Agriculture and Food Security Program (GAFSP) and the Strategic Climate Fund (SCF) to implement the Climate-Resilient Rice Commercialization Sector Development Program (Rice-SDP). The SCF is a part of the ADB’s “Strategic Program for Climate Resilience” (SPCR) which aims to facilitate more effective integration of climate change adaptation (CCA) and related disaster risk reduction (DRR) into development processes, for improving resilience to climate change and climate-related disasters. The vulnerability of Cambodia to the impacts of Climate Change is well documented and this program aims to both review and strengthen existing infrastructure design and construction parameters as well as promote climate resilient seed varieties.
2. The MAFF-NIO is responsible for (i) implementation of the seed processing and storage (SPS) facilities designed under the program; (ii) recruitment of a SPS detailed engineering design (DED) and construction supervision (CS) consultant; (iii) approving the detailed designs of SPS facilities including attention to the environmental and social impacts; (iv) ensuring adequate supervision of the construction; and (v) processing resettlement, if any, for the subprojects.
3. The MAFF-NIO will apply a part of the loans and grants from ADB, GAFSP and SCF to recruit a consultant firm to (i) undertake the DED and specification of equipment for the establishment of SPS facilities that are selected after the conduct of the FS (one agriculture station in each of the three target provinces); (ii) supervise the construction of these facilities and supply and installation of specified equipment and endorse the payments for MAFF-NIO approval; and (iii) provide reporting, monitoring and possible safeguard compliance.
Objectives and Scope of Work
4. The consulting services are required for a duration of 15 months with 20 person-months of national and 5 person-months of international consultant inputs. The consultants will be required to undertake the following tasks:
(i). Prepare the DEDs for the SPS facilities in consultation with selected 3-subproject agriculture station and MAFF-NIO;
(ii). Prepare Bill of Quantities (BoQ), drawings machine/equipment specification and documents for use by the MAFF-NIO in the procurement of the contractors for the civil works and of the seed processing handling equipment;
(iii). Assist the MAFF-NIO in the bidding process and evaluation of the bids;
(iv). Assist the MAFF-NIO to address environmental and social aspects, in compliance with ADB guidelines;
(v). Ensure that any required resettlement plans are updated with cost revision and monitor closely their implementation and payment of compensation to affected people to ensure compliance before any construction work commences;
(vi). Supervise the execution of the construction works, provide advice to the MAFF-NIO and ensure the quality of the material and works;
(vii). Spot-check the quantities and certify all payments to contractors for submission to the MAFF-NIO to process these payments;
(viii). Prepare monthly physical and financial progress reports and sub-project completion reports; and
(ix). Carry out any other relevant tasks entrusted by the MAFF-NIO.
5. Consultant Inputs: The consultant will be required to establish a most convenient operational base and deploy field staff to Kampong Thom, Battambang and Prey Veng provinces. The team composition will be as follows:

6. The planned mobilization for this assignment is 15 November 2018 to 15 February 2020.
