As part of its strategic plan for achieving breakthroughs, Save the Children is seeking to increase its technical expertise across the Mekong region (Cambodia, Laos, Vietnam). These positions will support all three countries to achieve their Country Strategic Plans, and will be part of the Program Development and Quality team/s. The position can be located in any of the three countries and is open to national and international applicants. 1- Mekong Inclusive Education Advisor based in Cambodia, Lao PDR or Vietnam (1 position) The Inclusive Education Technical Advisor (TA) will work across the three SCI Mekong to provide technical advice to country offices on strategic direction and design of quality inclusive education programs, addressing disability, ethnicity, indigenous and gender identities. S/he will provide inputs into design of IE proposals and proactively search for opportunities to expand CO portfolios in this area and establish SCI in Mekong as technical leaders. S/he will advise on strategic program and advocacy objectives and strategies for IE work in Mekong, and identify key evidence generation opportunities. The Inclusive Education TA will strengthen capacities of CO staff and establish strategic partnerships with other organizations and relevant institutions. S/he will help establish SC as a leader in this area, in both humanitarian and development contexts, including through representation in key national, regional and international forums. Qualifications and experience • Masters Degree in education, gender, inclusion, or other relevant social science. Degree or training in disability inclusion preferred • 10 years experience in development, with 5 years experience working in inclusion and IE • Previous experience as technical advisor in one of the countries • Experience in developing materials (teaching and learning materials, IEC materials, etc.) for inclusive education. • Experience working with Disabled Persons Organizations (DPOs) • Excellent interpersonal communication and leadership skills • Passion for evidence-driven development programming and interest in ongoing international research • Demonstrated skills in designing and carrying out qualitative and quantitative research and using research to inform program design and advocacy. • Demonstrated experience in developing or overseeing data management solutions, and familiar with technologies in social research. • Demonstrated capacity for leveraging project results towards broader systemic impact. • Excellent skills in training, capacity building, coaching, and mentoring • Fluency in written and spoken English. Proficiency in Vietnamese, Lao, or Khmer would be an advantage Contract length: Fixed Term – 1 year with possible extension 2- Mekong Integrated Early Childhood Development Advisor based in Cambodia, Lao PDR or Vietnam (1 position) The Mekong Integrated Early Childhood Development Advisor will strengthen the design and quality implementation of programs where child protection, early learning and stimulation, social protection, and health and nutrition programs can leverage synergies and local and national frameworks to achieve greater impact for children under three. This includes enhancing integration in existing programming for children aged 0-3, designing new IECD programs, defining and pursuing a Mekong cross-country learning agenda, and advocating for integrated programming at scale through changes in policy and practice. The Mekong Integrated Early Childhood Development TA will also strengthen technical capacities of country office staff and establish strategic partnerships with other organizations and relevant institutions. S/he will help establish SC as a leader in this area, in both humanitarian and development contexts, including through representation in key national, regional and international forums. Qualifications and experience • An internationally recognized Masters degree in a relevant area (development, public health, nutrition, social work, ECD/Nurturing Care, etc.). • 10 years experience in development, with at least 5 years experience in child development programming and policy development – especially ECCD, health and nutrition, social protection and child protection • Experience working in development sector in one or more of the Mekong countries preferred • Previous experience as technical advisor • Experience in research, analysis and mapping approaches and opportunities for Integrated Programming: • Demonstrated success in project/proposal development and donor engagement • Excellent interpersonal communication and leadership skills • Passion for evidence-driven development programming and interest in ongoing international research • Demonstrated skills in designing and carrying out qualitative and quantitative research and using research to inform program design and advocacy. • Demonstrated experience in developing or overseeing data management solutions, and familiar with technologies in social research. • Demonstrated capacity for leveraging project results towards broader systemic impact. • Excellent skills in training, capacity building, coaching, and mentoring • Fluency in written and spoken English. Proficiency in Vietnamese, Lao, or Khmer would be an advantage Contract length: Fixed Term – 1 year with possible extension 3-Mekong Research and Evidence Advisor based in Cambodia, Lao PDR or Vietnam (1 position) The Head of Research and Evidence provides leadership in research and evidence generation that furthers Country Strategic Plans through refining Country Office (CO) learning agendas, cross pollinating best research/evaluation practices between Mekong counties, advising on proposal development to maximise strategic evidence generation, providing technical oversight of consultants for high priority studies. The Head of Research and Evidence also facilitates knowledge translation and application through maintaining a Mekong evidence repository, co-facilitating first priority project design/implementation workshops with CO thematic specialists, championing demand for/application of evidence, and nurturing a culture of knowledge. The role will strengthen capacities of country office staff and establish strategic partnerships with other organizations and relevant institutions. S/he will help establish SC as a leader in this area, in both humanitarian and development contexts, including through representation in key national, regional and international forums. Qualifications and experience • Masters degree in Economics, Social Sciences or relevant equivalent, with at least significant coursework in quantitative or qualitative social research methods • At least 10 years experience in the development sector, with at least five years experience in social-economic research, impact evaluation studies, leading/overseeing baselines/endlines, knowledge management, and knowledge translation • Experience in more than one of the Save the Children priority sectors: education, child protection, child rights governance, child poverty, health and nutrition • Experience in the Mekong region or similar context • Excellent interpersonal communication and leadership skills • Passion for evidence-driven development programming and interest in ongoing international research • Demonstrated skills in designing and carrying out qualitative and quantitative research and using research to inform program design and advocacy. • Demonstrated experience in developing or overseeing data management solutions, and familiar with technologies in social research. • Demonstrated capacity for leveraging project results towards broader systemic impact. • Excellent skills in training, capacity building, coaching, and mentoring • Fluency in written and spoken English.
