Job’s Announcement for A National Procurement Specialist

ADB’s Skills for Competitiveness Project (2019 – 2024) aims to develop human resources to work as skilled-workforce in four priority sectors, namely manufacturing, construction, electricity and electronics. As one of the project implementation unit, the Institute of Technology of Cambodia (ITC) intends to recruit 1 National Procurement Specialist (NPS). The total duration of the assignment is 24 person-months over the period of three years (2020 – 2022). The initial contract’s duration is 12 months and will be renewed annually based on the performance and achievement of the NPS. The tasks for the NPS will include, but not be limited to, the followings:
i. To assist the ITC/PIU in preparing procurement plan and implementation schedule, and update procurement plan on a regular basis, including developing and updating procurement tracking sheet and procurement reports;
ii. To assist the ITC/PIU, as applicable, in preparing draft bidding documents, including detailed terms of reference, for the recruitment of consultants, civil works and goods packages, in accordance with provision of the SOP and Procurement Guidelines for submission to the procurement review committees;
iii. To assist the ITC/PIU in monitoring the procurement plan and awarded contracts implementation and reporting/recommending on any procurement plan and contract implementation issues;
iv. To ensure that an effective filing/record keeping system is established for all procurement activities, and maintain contracts and update key procurement information on all contracts procured under the project;
v. To support and provide on the job training and organize procurement training workshop to the assigned ITC/PIU staff responsible for procurement and contract administration to build their capacity and enable them to independently and effectively carry out procurement activities by the end of the consulting assignment;
vi. To coordinate with ITC/PIU staff in updating inventory list of equipment under the project;
vii. To prepare monthly reports, quarterly reports and end-of-assignment reports for submission to the executing agency, ITC and ADB and,
viii. To undertake any other duties as may be reasonably assigned.
Candidate Requirement:
• Bachelor’s degree in business administration, engineering, management, procurement or other related fields,
• At least 5 years’ experience in procurement, preparing procurement plans, bidding documents, RFPs, bid evaluation reports.
• At least 5 years’ experiences (or 2 previous projects) working with the ADB or similar international development partner funded and the Government’s standard Procurement manual.
• Demonstrated excellent verbal communication and written report skills in Khmer and English.
