Institute of Technology of Cambodia Skills for Competitiveness Project(S4C) ADB Loan No: 3791-CAM (COL)   INVITATION FOR EXPRESSION OF INTEREST FOR Site Supervising Engineer (SSE)

  The Royal Government of Cambodia (RGC) represented by the Ministry of Labour and Vocational Training has received a loan from the Asian Development Bank (ADB) for the Skills for Competitiveness Project (S4C). The project aims to enhance the skills and competitiveness of Cambodia’s industrial sector labor force and aims to develop human resources to work as skilled-workforce in four priority sectors, namely manufacturing, construction, electricity, and electronics. As one of the project implementation unit, the Institute of Technology of Cambodia (ITC), intends to recruit one (1) Site Supervising Engineer (SSE). The duration of the assignment is 24 person-months as full-time basis. The tasks for the SSE will include, but not be limited, to the followings:   a) provide recommendation and advice on suitable options and sites for solid waste management storage and segregation facility;   b) assist the PIU/ITC and Procurement team to establish procedures for monitoring and inspection and to supervise civil and Mechanical Electrical Plumbing (MEP) works contracts of awarded contractors to avoid civil works delays, to ensure both quality and quantity of work are respected and the works are constructed in accordance with the provisions of the Construction Contracts and ensure civil works schedules, technical requirements of sound environmental standards, inspection of Contractor’s construction equipment, safety of the works, property, personnel, and general public, are properly followed;   c) make necessary engineering decisions required for the successful and timely implementation of the civil works contracts in consultation with the PIU/ITC;   d) suggest modifications in the Contractor’s work program, material sources, etc., in consultation with PIU/ITC management and procurement teams;   e) monitor progress of the civil works, identify causes, or potential causes, of any delay and advise the PIU/ITC of suitable corrective actions in a timely manner;   f) provide advice and assistance to the PIU/ITC in respect of contract implementation claims and other matters; and advise and assist them address arising dispute, the appeal of dispute or litigation relating to the works, whenever required;   g) report to PIU/ITC management on the progress of civil works contracts implementation, issues arising from the civil work contracts implementation, and on site-specific Environmental Management Plan (EMP) implementation;   h) assist PIU/ITC in preparing the civil works and environmental and safeguards reports for submission to PMU, and ADB;   i) assist the PIU/ITC management to ensure civil works contractors implement the PIU/ITC’s suggested or recommended corrective actions;   j) conduct periodic reviews and evaluation of civil works, and including preparation of implementation reports;   k) while ITC-based, the engineer should also have reporting line to the national civil works supervisor engineer under SOFRECO, the project implementation consulting firm; and   l) undertake any other duties as may be reasonably assigned.   Qualifications Requirements: The Site Supervising Engineer (SSE) must be Cambodian and shall have: • At least a Bachelor’s degree in civil or structural engineering; • At least 5 years of work experiences as a civil or structural engineer; • Experiences and knowledge in infrastructure planning, management and supervision of construction and renovation of structure; • Experiences in MEP work supervision and management; • Experience in Projects funded by ADB, WB, and other mega-private construction companies, most preferably desired experience with construction or renovation of multistory school buildings and water and sewage systems/facilities; • Good English communication skills (written and spoken).   Interest candidates are invited to submit their applications, detail Curriculum Vitae (CV) and above-mentioned testimonials along with most recent photograph, on or before 02 November 2020 at 5:00 pm to Room A-205, Building A, ITC.
