GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.
Cambodia’s social protection system is still in its infancy. Besides the Health Equity Fund as a non-contributory social health protection mechanism for approximately 2.5 million beneficiaries, there are only a small number of social protection schemes with low coverage and/or limited benefits. The National Social Protection Policy Framework, adopted by the Cambodian government in 2017, envisages the establishment of an integrated social protection system linking various social assistance benefits, insurances, and social services. The National Social Protection Council was established in 2017 as an inter-ministerial coordination body. Its task is to promote the development of an overall social protection architecture and harmonised benefit schemes, including a move towards Universal Health Coverage. The project “Improving Social Protection and Health (ISPH)” will advise the Council and its General Secretariat on this. In addition, the project supports the competency-based pre-service education of medical doctors and laboratory technicians and laboratory system strengthening in the field of health.
The German Federal Ministry of Economic Cooperation and Development (BMZ) made funds available to GIZ to implement this technical cooperation project in Cambodia for the period October 2021 to September 2024. The objective of the project is: “The social protection and health system is strengthened with regard to shock-responsiveness, inclusiveness and service quality”. Output 4 of the ISPH project focuses on the support to the Health Science Institute of Royal Cambodia Armed Forces (HSI-RCAF) and the Khmer-Soviet Friendship Hospital (KSFH) which will both have to implement competency-based pre-service education (CBE) national curriculum standards for medical science, as well as for the associate and bachelor degrees for laboratory technology.
GIZ-ISPH is looking for a Technical Advisor for Pre-service Education (PSE) for Medical Doctor who will collaborate with the HSI-RCAF team with a focus on the implementation of the national standard curriculum for teaching medical students. He/she will be base in Phnom Penh ISPH office (Sayon Building), to assist the Faculty of Medicine of HSI-RCAF on the implementation of a quality improvement cycle, aiming towards compliance with the national standard. The successful candidate will also collaborate with the team of the Khmer-Soviet Friendship Hospital (KSFH) on improving clinical practice for medical doctor students, with aiming to meet the Ministry of Health Standard Operating Procedure (SOP) for clinical practice.
Main duties of the position include:
Working with HIS-RCAF
• Facilitate dialogues/meetings/discussions between the management team of the faculty medicine and lecturers aiming to improve teaching methodology and training material toward competency-based education (CBE)
• Provide technical assistance to the HSI-RCAF team for the implementation of the national curriculum for medical doctor and working towards competency-based education (teaching methodology and pedagogy training).
• Provide technical assistance to the faculty team to adapt the national training curriculum for supporting students learning including develop digital tool for student’s self-learning, and problem base learning in small group
• Provide advice on needs for training materials if necessary.
• Introducing and facilitating a core group of HSI-RCAF on international quality improvement processes and mobilizing resources to support QI annual plan activities.
Working with KSFH
• Provide technical assistance to the KSFH team for the implementation of the national standard on clinical practice for students (medical doctor)
• Assess the needs for equipment/material to support students practice at the hospital and support on the development of these materials
• Assist KSFH to develop a clinical practice schedule, tools to support student learning, student assessment, students’ feedback for improvement etc.
• Provide technical assistance on developing a quality assurance system for the competency-based pre-service education of medical doctor students.
General tasks
• Initiate digital tool for supporting students’ practice and learning
• Participate in meetings, discussions, workshops as assigned by the PSE component leader
• Work closely with GIZ colleagues to share information, lessons learnt on the implementation of CBE for medical doctor at HSI-RCAF
Required qualifications and experience:
• Medical doctor or university degree in the field of medical education, Higher Education Management or similar
• Strong communication and facilitation skills, being able to work with government officials
• Broad knowledge of Cambodian Health System and Operation
• Five years of relevant professional work experience on teaching, faculty medicine management
• Familiarity with competency-based education, and working experience on reform process from traditional teaching methodology to CBE
• Knowledge of role and function of teaching hospital,
• Experience on quality improvement processes to support faculty development
• Experience in supporting students’ learning such as problem-based learning approach, self-learning, and pedagogy
• Good communication and interpersonal skills
• Self-motivated, creative, results-oriented, and respectful to all people regardless of their social status and professional background
• Excellent spoken and written Khmer and proficiency in spoken and written English
• Ability to integrate well into the team and willing to cooperate closely with the GIZ team
• Appropriate computer skills on MS office and E-mailing
