The Cambodian Human Rights and Development Association (ADHOC) was founded in December 1991 after the signing of the Paris Peace Agreements. ADHOC is an independent, non-partisan, non-profit and non-governmental organisation. ADHOC’s vision is a society that respects human rights and law. For more than 26 years, ADHOC has worked to address the absence of basic rights, freedoms and liberties in Cambodia by providing people with knowledge and understanding of human rights, law and democracy, and how to defend their rights and freedoms. ADHOC is comprised of two sections - the Human Rights and Land Rights Section, and the Women’s and Children’s Rights Section. It operates across Cambodia from a Central Office in Phnom Penh and 19 provincial offices.
The Human Rights and Land Rights Section handles complaints of human rights abuses, such as extrajudicial killings, illegal arrest and detention, torture, impunity, or violations of fundamental freedoms of expression, assembly and association. In addition, the section handles cases of land and natural resource rights violations, including those concerning land grabbing, forced evictions, Economic Land Concessions (ELCs), Social Land Concessions (SLCs) and destruction of natural resources. The Women’s and Children’s Rights Section addresses violations concerning gender-based violence, including domestic violence, rape, trafficking in persons, and migrant abuse. Each section undertakes three key types of activities, including a) provision of direct legal and other support to survivors of human rights violations and their families; b) empowerment and capacity-building activities to enable people to defend their rights; and c) advocacy at the local, national and international levels.
The Central Office is seeking a Technical Assistant to support both heads of sections.
Duties and Responsibilities
• Produce high-quality written outputs for internal and external audiences, including thematic reports, briefing notes, analyses, submissions to UN mechanisms, press statements, and other communication to document human rights issues;
• Research and identify funding opportunities;
• Write concept papers, project/grant proposals and donor narrative reports for all of ADHOC’s projects;
• Develop and maintain relationships with donor agencies, ensuring that expectations and due-dates are met;
• Assist in writing ADHOC’s Strategic Plans, Annual Reports, and Action Plans;
• Provide one-on-one mentoring and support to staff in proposal and report writing skills;
• Conduct data analysis, consolidation and management for internal and external audiences;
• Monitor and analyse human rights issues and events in Cambodia, such as trials or demonstrations;
• Build and maintain effective relationships with local and international organisations and partners, including representing ADHOC to external stakeholders in meetings and other events;
• English Language editing;
• Fact-finding missions to document human rights violations may be necessary;
• Other tasks as required.
Essential Qualifications and Experience
• Advanced university degree in human rights, law, international relations or other relevant field;
• One to three years of experience working with INGOs or NGOs (previous work experience in the region is desirable);
• Knowledge of the human rights and political situation in Cambodia and the region;
• Fluency in English to the level of a native speaker (written and spoken);
• Excellent oral and written communication skills, with the ability to produce outputs for diverse audiences;
• Strong ability to organise, summarise and analyse information;
• Sound judgment and ability to assess risks;
• Excellent organisational and time-management skills;
• Ability to work independently as well as in a team;
• Strong interpersonal skills and ability to build relationships with a variety of people;
• Demonstrated commitment to human rights, justice and equality.
Salary and conditions
ADHOC is able to offer a gross monthly salary of US$1200.00 (plus bonuses and allowances). We are seeking candidates who are willing to commit to the role for a minimum of one year.
