Given improvements at the court spurred by a dire UNDP audit, "there is a growing sense in Phnom Penh that an important corner has been turned and that we may be witnessing the rebirth of a tribunal that deserves support," Hall writes in his most recent editorial.
The tribunal is expected to ask international donors this week for an additional $100-million to support activities over the next three years.
