Motorists not using helmets or seatbelts will be fined starting in January, traffic officials said last week. Less than a quarter of motorists use a helmet, while head injuries remain one of the leading causes of death in traffic accidents, they said. Violators will be fined between 3,000 and 5,000 riels.
