The government, through the Ministry of Civil Service, on Wednesday decided to provide a recruitment framework for 30 ministries and institutions to hire more than 6,000 civil servants and hundreds of contract officers to fill in vacancies by next year.

A letter from the ministry said the government had agreed in principle to allow the recruitment of 6,214 civil servants, 19,137 contract officers and 3,600 teachers to serve at national and sub-national ministries and institutions.

The recruitment framework was approved by Prime Minister Hun Sen on Monday, said the ministry.

The ministry called on all other ministries and institutions to follow the framework and recruit qualified candidates for next year. It also requested the announcement of job openings and recruitment to those who had passed the civil service examination.

The letter said the results of the civil service examination should be announced by December next year, at the latest. Those who pass will have their salaries paid no later than one month after the ministry recognises the results.

“When examinations are held, please kindly recruit candidates who are qualified enough to work to fill the vacancies and meet the needs of the national and sub-national units and municipal and provincial technical departments,” the ministry stressed.

The recruitment framework said two per cent of the recruits will consist of disabled candidates who are capable of working while between 20 to 50 per cent of the recruits will be women.

The ministry’s undersecretary of state Chut Monny said on Thursday: “Every year, the government recruits officers to replace retired ones. For every three retired officers, we [only] recruit one or two as a replacement because we’re reducing the number of recruits.

“For contract officers, we stick to the same number as well. We don’t allow it to increase.”

“Officers must be recruited from those who have passed the examinations. The ministries and institutions have to recruit contract officers once a year. Old contract officers should also take the examination if they want to serve again,” he said.

Ministry of Education, Youth and Sport spokesman Ros Soveacha said on Thursday that, in general, the ministry recruits officers annually to meet the needs of the national and sub-national levels.

“The ministry plans to recruit new officers. We have increased the number because some staff members changed occupations for various reasons after serving work for some time. So, the ministry must recruit annually to fill vacancies in ministries and institutions,” he said.

According to the recruitment framework, the Ministry of Education has to recruit 3,600 staff and 704 contract teachers to fill in vacancies in the education sector.
