Three men have been charged with intentional violence and detained by the Siem Reap provincial court for allegedly cutting off the hand of a university student who is said to have failed to pay US$5 for sex, prosecutor Ty Sovinthal said yesterday. Hong Bunhav, a police officer in the provincial department of juvenile crime, said Sin Sophon, 19, is suspected of cutting off the hand of Soun Rithy. Phen Chum Non, 18, and Na Nipich, 19, are suspected partners in the crime.
