And just where do those new plates come from? These guys. Police on Tuesday came upon two men busy stealing the number plates off cars in an ostensibly secure company parking lot in Phnom Penh’s Prampi Makara district.

The two made a break for it, with one making it over the brick wall but the other being forced to hide in a warehouse. Within minutes, police, a guard and a posse of company staff had cornered the man. After surrendering, he admitted to the scheme, saying he got as much as $10 for the plates. NOKORWAT
