We are now inviting qualified applicants for the following national officer posts to be based in Phnom Penh

Social Policy Specialist (NO-D)

to strengthen national systems of analysis planning and budgeting across sectors leading to creation of a comprehensive package of social protection measures for the poorest families and children

• Support UNICEF’s engagement in the Decentralization & Deconcentration reform

• Support strengthening of national planning, monitoring and evaluation processes in partnership with the Ministry of Planning

• Strengthen the integration of social protection measures within the sub-national planning and budgeting processes

• Support UNICEF’s planned engagement within the on-going Public Administration Reforms

• Provide technical support to government and non-government organizations at the national, regional and provincial levels in planning and budgeting

• Actively build and maintain networks with high level key stakeholders within the government, civil society and the development community to drive UNICEF’s goals for children in Cambodia

• Support’s UNICEF’s overall approaches to enhancing governance for realization of child rights.

Water, Sanitation and Hygiene Specialist, Policy/Advocacy (NO-C)

to apply technical approaches, such as community-led total sanitation (CLTS), sanitation marketing and hygiene promotion under the national rural water supply, sanitation and hygiene strategy

• Develop sanitation, hygiene and enabling environment components in the WASH work plan based on evidence generated and sound programme analysis

• Promote programme goals for increased sanitation and hygiene access through a combination of strategies such as advocacy, policy dialogue, networking and partnerships

• Facilitate programme monitoring, evaluation, programme reviews and annual sector review meetings with government counterparts and development partners

• Interact with Government, private sector, NGOs, UN and bilateral agencies for WASH programme implementation, monitoring and evaluation

• Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve WASH programme goals, including humanitarian response

• Promote knowledge management by exchange of information, situation analysis, experience or lessons learned

Water, Sanitation and Hygiene Officer, Engineering (NO-B)

to focus on technical design and civil engineering aspects of WASH programme implementation with attention to building local capacity and technical monitoring

• Collect and analyse data for the programme/project planning, management, monitoring and evaluation purposes under the arsenic mitigation and household water treatment and storage interventions

• Analyse programme implementation reports and evaluate against established programme recommendations and plans of action

• Provide technical capacity and oversight for arsenic centre database; support the integration of the database with other monitoring and evaluation initiatives

• Undertake visits to project sites, assess local conditions and resources, and monitor inputs

• Communicate with counterparts and authorities on project feasibility and effectiveness including monitoring the flow of assistance presentations

Communication Specialist (NO-C)

to create awareness of, and promote respect for, child rights issues and support advocacy and fundraising strategies for UNICEF’s mission in Cambodia

• Develop, write and edit human interest stories in English

• Draft and edit press releases, fact sheets, briefing notes and other advocacy materials in English and Khmer for both web-based and traditional media

• Plan events for launches, campaigns and visits of media, donors and representatives of UNICEF fundraising committees

• Manage interactions with local media and develop strategies to increase engagement with them, including organizing press briefings, news conferences, media interviews, field visits and training

• Implement the digital media strategy including content management for UNICEF Cambodia website and the social media platforms: Facebook, Twitter, Flickr and YouTube

• Identify opportunities and modalities to engage with, and share the opinions of, children and adolescents
• Provide advice to programme teams on use of mass communication tools

Water, Sanitation and Hygiene Officer, CLTS/School WASH (NO•B)

to focus on implementing and monitoring technical approaches such as community-led total sanitation, hygiene promotion and school to community WASH

• Generate evidence for advocacy to increase investment in sanitation and hygiene, and integration with other community-based interventions such as nutrition

• Collaborate with development partners to develop and monitor behavioural communication approaches for social norm changes

• Collect and analyse data for programme/project planning, management, monitoring and evaluation purposes

• Undertake visits to project sites, assess local conditions and resources, and monitor inputs

• Communicate with local and government counterparts or authorities on project feasibility and effectiveness including monitoring the flow of assistance

• Attend technical cooperation meetings, prepare notes/presentations and undertake follow-up action and coordination related to programme implementation and monitoring

ICT Officer (NO-A)

to provide technical, operational and procedural support and end-user services in the implementation, maintenance and improvement of information technology systems, procedures and activities

• Support information technology needs through seamless integration of organizational computer applications

• Ensure confidentiality, integrity and availability of the ICT system, LAN and data security, including user access to computer and telecommunications facilities

• Ensure effective customer support by providing computer training, troubleshooting and ad-hoc technical assistance

• Provide accountability through accurate analysis and evaluation of ICT needs, sound procurement, cost-effective installation and maintenance

• Enhance knowledge management through coordination of office records management, including systems for the acquisition, storage and retrieval of data
