Education Policy Development Consultant (International)

The Department of Policy is a newly established department envisioning a center of excellence in education policy formulation, monitoring, research and scholarship, in order to improve quality and equity in education in Cambodia. It contributes to achieve the overall vision of the Ministry of Education, Youth and Sport, which is to “establish and develop human resources of the very highest quality and ethically sound in order to develop a knowledge-based society within Cambodia.”
The Department of Policy in collaboration with the Special Education Department of the Cambodian Ministry of Education, Youth and Sport is working on revising and improving the current Policy on Education for Children with Disabilities to align it to the current regional and international trends. The Department of Policy currently needs one international consultant who will play a critical role in the revision and improvement of the special education policy.
Under the overall direction of the Leading Committee, the international consultant has the following responsibilities:
♦ Review the existing special education policy to find out its strengths and gaps;
♦ Research and analyze emerging legislative and regulatory issues and the best practices of special education policy of developed countries;
♦ Provide guidance and advice to the policy development team and the special education policy development committee at large throughout the policy-revision and improvement process;
♦ Gather and analyze all inputs and produce multiple drafts of the policy;
♦ Finalize new special education policy and coordinate consultative workshops;
♦ Submit the final draft of the special education policy to the Leading Committee for decision and/or approval;
♦ Perform other tasks assigned by the Leading Committee.
♦ Minimum academic requirement: Master Degree in special education, inclusive education, disability studies, education, public policy/administration or other related fields;
♦ At least three years of substantial experience in education policy research and/or development, preferably in special and inclusive education;
♦ Profound understanding of special and inclusive education situation in Cambodia (policies, challenges, issues and so forth)
♦ Excellent written communication skills and content editing;
♦ Strong analytical and conceptual skills;
♦ Strong critical thinking, problem-solving and organizational skills;
♦ High proficiency in English language;
♦ Ability to work in a multicultural setting, to occasionally travel inside and outside of Phnom Penh and to work extended hours.
The Education Policy Development Consultant will be contracted (full time) for a period of three months between October 2017 and January 2018. The consultant will be based primarily at Department of Policy in Phnom Penh, with occasional travels to provinces for field visits, data collection, and workshops.
