UNFPA is seeking an international consultant for the following assignment:

Assignment: Consultancy for developing CMC's Strategic Plan 2016-2020 Duty Station: CMC office, Phnom Penh
Contract Type: Special Service Agreement (SSA) Deadline: 31 July 2015

Objectives of assignment:
■ To assist CMC members and key stakeholders in developing new Strategic Plan 2016-2020 for CMC.
■ To provide recommendations on implementation of the Strategic Plans, including identification of any barriers and financial implications associated with implementation as well as opportunities for improvement in meeting its statutory obligations and organisational goals and possible solutions to any barriers and issues identified.
■ To advise CMC on international best practice for health professional regulations.

Qualifications and Experiences:
■ Advanced Degree in health, health professional regulations and development, health human resources management or related field;
■ Working knowledge and expertise of the role and functions of health/midwifery councils nationally and internationally;
■ Working knowledge, experiences of working in the health system and familiarity of the legal system in Cambodia and an understanding of the role of regulation and development in the health profession as well as the relevant laws and provisions;
■ A proven record in writing strategic planning for organizations such as a midwifery council, highly desirable;
■ Good oral and written English language;
