SECOND GREATER MEKONG SUBREGION TOURISM INFRASTRUCTURE FOR INCLUSIVE GROWTH PROJECT (LOAN 3701-CAM)   REQUEST FOR EXPRESSION OF INTEREST   Consulting Services for Capacity Building Support – Individual Consultants
  The Royal Government of Cambodia will receive a loan from the Asian Development Bank (ADB) towards the costs of the Second Greater Mekong Subregion (GMS) Tourism Infrastructure for Inclusive Growth Project (the project). The project will transform secondary GMS southern corridor towns into economically inclusive, competitive international tourism destinations by improving road and water transport infrastructure, urban environmental services, and capacity to sustainably manage tourism growth. The project’s implementation period is 2019-2023 and target area is the coastal provinces of Kampot, Kep, Koh Kong and Preah Sihanouk located along the GMS Southern Economic Corridor.   Part of the loan will be used to finance capacity building support (CBS) consulting services to assist with: (i) implementation of institutional capacity building activities related to ASEAN Tourism Standards implementation and sustainable tourism destination development and management; (ii) implementation of the project’s gender and social dimensions; (iii) establishing the project’s financial management systems, providing financial management/procurement training, and supporting procurement and financial management related matters; (iv) monitoring and evaluation; and (v) providing other project management and administrative support.   The Ministry of Tourism (MOT) is the project’s executing agency (EA) and invites expressions of interest (EOI) from individual consultants from ADB member countries for the provision of the following CBS consultant positions:   1.International Tourism Specialist / Co-Team Leader (28 person-months) 2.National Tourism Specialist / Deputy Team Leader (36 person-months) 3.National Tourism Standards Specialist (12 person-months) 4.National Gender Specialist (10 person-months) 5.National Financial Management Specialist (30 person-months) 6.National Procurement Specialist (18 person-months) 7.National Monitoring and Evaluation Specialist (12 person-months)   The selection process will be in accordance with ADB’s Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (March 2013). The consultants will be selected using the individual consultant selection (ICS) method. Any individual expressing interest in more than one position must demonstrate complementarity.   Consultants who are awarded contracts will commence their assignments according to their TORs and be expected to coordinate their respective work plans with the EA’s project team. Collaborative preparatory and planning activities will be launched immediately after consultant mobilization to leverage the combined expertise of the project team.
