Financial Management Analyst
  The U.S. Mission in Phnom Penh is seeking eligible and qualified applicants for the position of Financial Management Analyst, for the Financial Management Office, Department of State.   The Financial Management Analyst reports to Supervisory Financial Management Analyst and Financial Management Officer. This position takes the shared responsibility with another Financial Management Analyst to directly conduct budget formulation, financial planning and analysis of the assigned budget portfolio with a total budget of $20 million approximately. The position is knowledgeable with the unique and complex financial policy of allotments/agencies and performs duties in compliance with the U.S. Government regulations and Uniform Service Standards.   Salary: The annual salary range for this position is USD 13,661 – 21,162.   Required Qualifications   EDUCATION: Bachelor’s Degree in Accounting, Finance, Economics or Business Administration is required.   EXPERIENCE: Three (3) years of progressive work experience in budget or financial management within the U.S. Government, Non-Governmental Organizations, Private Sectors or other Governmental Institutions is required.   LANGUAGE: Level IV (fluent) Speaking/Reading/Writing English and Khmer are required. (This will be tested.)   SKILLS AND ABILITIES: Must be able to work effectively, work under pressure, and work as a team. Must have excellent administrative, mathematic and analytical skills, good interpersonal and communication skills, good attention to details, and skills in formulating, monitoring and reporting budgets.  Must have excellent customer service skills and ability to effectively utilize computer and financial software.   JOB KNOWLEDGE: Must have knowledge of financial regulations, budgeting, accounting and records information.   Application Procedure The application deadline is September 29, 2017.
