Position: Project Officer for Centre Management
Location: Phnom Penh
General Description:
Project Officer will lead the educational and vocational life skills caregiver and counselling teams in providing care, and education and vocational and recovery services to the Trauma Recovery Project (TRP) clients. This role focuses on management and leadership in leading day to day of centre operation and implementation of educational and vocational life skills, and caring activities of the team members. This position will ensure benchmarks of non-formal/formal education of the ministry and also to ensure compliance to National minimum standards of care for protecting rights of victims of trafficking. The role will also be involving in developing high standards of quality of educational and vocational services along with management of recovery and behavioural development of the clients. This position also ensures security and safety of the centre for clients through enforce quality of management to security measurements.

1. Bachelor’s degree in the field of education, Pedagogy or Psychology.
2. At least two years experience with traumatized children affected by trafficking and sexual abuse, experience in managing group of children and staff management experience.
3. Excellent interpersonal communication skill, and ability to work closely and supportively within a team

Position: Area Development Program Manager
Location: Siem Reap Province
General Description:
• To provide overall leadership and management for the area development program in accordance with relevant World Vision strate gies (e.g. National and Secondary), policies (e.g. Transformational Development, Child Sponsorship) and frameworks (e.g. Learning through Evaluation with Accountability and Planning (LEAP))
• To effectively represent and model World Vision’s mission, vision, core values and identity through good relationships and networks with relevant internal and external stakeholders, including staff, community groups, local church, local leaders, government depart ments and other NGOs.

1. Bachelor of Business Management or Rural Development.
2. Minimum 2 years of appropriate professional experience in management and leadership of a comparable community development program/project.
3. Experience in project and program design, implementation, monitoring, evaluation, and report writing.
4. Christian commitment and maturity is an advantage.
5. Willingness to travel and stay overnight at project sites, sometimes in remote areas

Position: Advocacy Manager
Location: Phnom Penh
General Description:
Lead public engagement, policy and other advocacy work in World Vision Cambodia’s ministry which proactively positions the organization on issues affecting poor and powerless children towards generating a positive response from target audiences.

1. Bachelor’s Degree in any of the Social Sciences or Law is required
2. Strong understanding of public policy, government decision-making, and operations of lobbying networks required to affect change in communities
3. Strong negotiation, problem solving, liaison, and networking required
4. Five years’ professional experience in managing advocacy activities including research, lobbying, campaign development and implementation required

Position: Haman Resource Unit Manager for Staff Capacity Building
Location: Phnom Penh
General Description:
To lead, manage and enable the Staff Capacity Building (SCB) Team in partnership and guidance from the Human Resource Director to ensure that World Vision Cambodia staff is adequately equipped with the necessary skills and competencies to effectively achieve its short and long term strategic goals and objectives.

1. Bachelor degree in Human Resource Management or Education
2. 3 years of training experience
3. Strongly experience in training strategic and direction, staff management and coordination skill
4. Highly competent in the use of standard office software and internet system.
5. Fully able to embrace organizational values and possess a high level of commitment towards the mission of WVC.

Position: Operations Manager
Location Phreah Vihear Province
General Description
The position was established to oversee both program/project implementation teams and Team Leader for Operations supports at the provincial level. On the program side, the Operations Manager oversees from 4-6 Area Development Programs and sector projects in various districts of the province.

1. Bachelor of Rural Development, or Business Administration.
2. Four years of relevant professional experience in urban programming, planning, development or poverty issues, of which preferably at least three years within INGOs including in a management, advisory or leadership position.
3. Demonstrated experience in program or project design, implementation, monitoring, evaluation and reporting.
4. Proven ability to manage, motivate and build capacity of staff

Position: Senior Program Offer for Operations
Location: Phnom Penh
General Description
The Senior Program Officer is responsible for developing and maintaining key program information including context analysis needs assessment, as well as project design and proposal development and information management. The Senior Program Officer is required to assist Operations Director to build relationships with key stakeholders (Government, UN, donors and International Non Governmental Organizations (INGOs), WV partners) for the critical duration of the response.

1. University degree in social science or related fields is required; Technical specialization in child protection, economic, bio-statistics is highly preferred.
2. At least 2 years experience in program / project planning - (Highly preferred for demonstrated competency and ability in implementing assessments / evaluations including: a) monitoring and evaluation methodology; b) data collection and analysis tools; c) managing data collection in the field; analyzing data, d) experience in reporting of program / project progress; and story writing. Proven track record of experience in presentation, facilitation and coordination skills
3. Proven track record and strong reference in excellent interpersonal communication skill, and ability to work closely and supportively within a team
4. At least 2 year proven experience in communication and working relationship with multi-international partners e.g. donor and organizational international support office and English speaking work place.

Position: Recruitment Specialist
Location: Phnom Penh
General Description
This position is created to support the entire Human Resource team in ensuring that World Vision Cambodia is able to recruit competent and ministry focused staff in a timely manner. This person will be responsible for the entire human resourcing needs pipeline of WVC, from workforce planning, sourcing, recruitment strategies, partnerships, recruitment processes including managing and monitoring the quality of recruitment that is used by the P&C team and managers.

1. University degree in Human Resource Management or Law.
2. Knowledge of project management, recruitment and Cambodian labour market
3. 5 years experience in Human Resource including two years management role and 2 years recruitment expertise will be an added advantage.
4. Well organized administration experience, effective written and verbal communications skills such as facilitation and presentation including English.

Position: Technical Officer for LfT (Learning for Transformation)
Location: Phnom Penh

To provide technical support to WVC programs and project staff, especially frontline staff in transformational development and community mobilization principles, tools, and processes.

1. Bachelor degree of development management or related fields
2. At least one year of facilitating training and two years for working in a field site
3. Excellent interpersonal communication skill, and ability to work closely and supportively within a team
4. Demonstrated knowledge of development theory, transformational development, area based development models, approaches and issues.
