Positions Available and Qualifications: 1- Consultant for Baseline Survey of EAC Funded Education Project based in Phnom Penh
The Purpose of Baseline Survey: Save the Children with Aide et Action designed the M&E system for CCOSC, which this baseline survey is part of; the resulting study will provide us with a concrete understanding of the situations and characteristics of the target population at the project onset.
The overall objective of the baseline survey is to assess the current conditions i.e. access and barriers to educational services for each target group considering various endogenous and exogenous factors such as location, population size, age, sex, socio-economic status, ethnicity… etc.
The study will establish a benchmark for assessing the project’s progress, and measuring the impacts on lives of the targeted beneficiaries at the conclusion of the project and inform the design the project interventions, answering the outcome and output indicators as set in the project logical framework.
Desired Skills and Qualification of the consultant - A Master’s degree in education or similar field. - Good understanding about the Cambodian context, current policies, practices and structures. - Previous experience in working with NGO, INGOs or International Organization (IOs) in Cambodia. - Previous experience in conducting similar education need assessment, baseline surveys in Cambodia for at least 2 years. - Availability of a large group of experienced enumerators. - Proven experience, knowledge and skills in designing and implementing qualitative and quantitative studies. At least 3 years experiences preferred. - Sound capability and skills of key staff involved in managing fieldwork to ensure quality of collected data, and in respect of research ethics, norms and standards (i.e. respondents’ consensus, confidentiality of the identity… etc.). - Expertise with sound process for ensuring quality of data, data entry and analysis - Fluency in spoken and written English. - Excellent analytical and report writing skills. - Fluency in Khmer preferred
2- Consultant for Final Evaluation of IKEA Funded Education Project based in Phnom Penh
The Purpose of the Evaluation: - Assessment on the performance of the project which provides sufficient information regarding the relevance, the effectiveness, efficiency, impact and the sustainability of the project. - To document lessons learned and provide practical recommendations for improving existing approach .. etc. for the future project design, approaches, intervention methods, and implementation.
