Position Announcement
One National Education Policy Research Assistant

The Department of Policy is a newly established department envisioning a center of excellence in education policy formulation, monitoring, research and scholarship, in order to improve quality and equity in education in Cambodia. It contributes to achieve the overall vision of the Ministry of Education, Youth and Sport, which is to “establish and develop human resources of the very highest quality and ethically sound in order to develop a knowledge-based society within Cambodia.”
The Department of Policy in collaboration with the Special Education Department of the Cambodian Ministry of Education, Youth and Sport is working on revising and improving the current Policy on Education for Children with Disabilities, to align it to the current regional and international trends. The Department of Policy currently needs one national assistant who will assist the international consultant in the research, revision and improvement of the special education policy.
Under the overall direction of the Leading Committee, the major responsibilities include:
♦ Assist international consultant to identity and collect references and do literature review;
♦ Join the team in conducting field visits and write reports;
♦ Support data collection efforts through assisting with building up research tools, including survey design, questionnaire programming and testing and interacting with survey participants;
♦ Assist in report writing, data visualization, data file cleaning, assessment of data quality and probing questions if necessary;
♦ Assist with key analytical tasks;
♦ Assist and coordinate consultative and dissemination workshops;
♦ Assist with internal and external meeting tasks such as logistics, note taking and material and other logistical preparations;
♦ Writing up workshop reports and participate in presenting the field result in front of the Ministry’s leadership;
♦ Perform other tasks assigned by the Leading Committee.
♦ Bachelor’s degree (Master’s degree preferred) in social sciences, education, public policy or related fields;
♦ Have at least one-year experience in policy development and social science research, with strong interest in education;
♦ Have knowledge in basic statistical methods;
♦ Have experience in project implementation;
♦ Possess strong communication, critical thinking, problem-solving and organizational skills;
♦ Have passion for innovation and a commitment to collegiality;
♦ Outstanding communication of both written and spoken English;
♦ Have the ability to work under pressure and deadline.
Education Policy Research Assistant will be contracted for a period of three months (full-time) between October 2017 and January 2018. The assistant will be based primarily at the Department of Policy in Phnom Penh, with occasional travels to provinces for field visits, data collection, and workshops.
