RECRUITMENT OF TECHNICAL SUPPORT STAFF

The Fisheries sub-sector Component of the Programme on “Promotion of inclusive and sustainable growth in the Agricultural Sector: Fisheries and Livestock” is seeking for 4 positions of Technical Support Staff.

This is an European Union funded programme executed by the Ministry of Agriculture, Forestry and Fisheries. The Fisheries sub-sector Component is managed by the Fisheries Administration, # 186, Preah Norodom Blvd, Sangkat Tonle Basac, Khan Chamcar Mon, Phnom Penh, Cambodia.

JOB DESCRIPTIONS

1 M&E Specialist(MES)
Main tasks
MES will perform his/her duties according to the best standards and professional ethics and according to EU Practical Guidelines and the Financing Agreement.

S/he will monitor and evaluate activities implemented by FiA under FiA work plan and EU Programme Estimate.

Qualifications and skills:
- Graduate level or higher in planning, monitoring, economics;
- A minimum of 7 years experience in similar tasks;
- Fluent in English and Khmer (speaking and writing);
- Very good computer skills, very good knowledge of relevant hard and software (Word, Excel, Access, GIS);
- Good interpersonal and communication skills;
- Previous donor funded project experience;
- Ability to develop and present conceptual ideas;
- Excellent communication and presentation (oral and in writing) skills;
- Capacity for teamwork;
- Capacity for networking;
- Background in agriculture or rural development;
- Familiar with monitoring and evaluation of project activities.

1 Administrative and Logistic Assistant(ALA)
Main tasks
ALA will perform his/her duties according to the best standards and professional ethics and according to EU Practical Guidelines and the Financing Agreement.

S/he will support all administrative and logistic functions for a smooth programme implementation and to be able to submit timely EU documentation required after authorisation by the Imprest Administrator.

Qualifications and skills:
- Minimum bachelor degree in public administration, accounting or equivalent;
- A minimum of 5 years of relevant working experience in administrative work in development programmes;
- Experience with EU projects/programmes and/or donor funded programme is a strong advantage;
- Experience in Human Resources management and accounting and related issues;
- Fluency in Khmer and English (speaking and writing);
- Solid computer skills (word, excel…);
- Proven ability to work with multicultural environment, team spirit and respon sibilities;
- Pro-active, engagement, initiative, reporting skills, systematic thinking and working, quality achievements.

1 Finance and Procurement Assistant (FPA)
Main tasks
FPA will perform his/her duties according to the best standards and professional ethics and according to EU Practical Guidelines and the Financing Agreement.

S/he will support the preparation of procurement and contract. S/he will also support the preparation of record of expenditure documents and the implementation of corresponding payments and recoveries after their authorisation by the imprest administrator. This also includes the management for the bookkeeping of these operations.

Qualifications and skills:
- Minimum bachelor degree in law, finance, business administration or equivalent;
- A minimum of 5 years of relevant working experience in contract management and procurement in development programmes;
- Experience with EU projects/programmes and/or donor funded programme is a strong advantage;
- Experience in law, procurement, contract, finance and related issues;
- Fluency in Khmer and English (speaking and writing);
- Solid computer skills (word, excel…);
- Proven ability to work with multicultural environment, team spirit and respon sibilities;
- Pro-active, engagement, initiative, reporting skills, systematic thinking and working, quality achievements.

1 Translator (TR)
Main tasks
TR will perform his/her duties according to the best standards and professional ethics and according to EU Practical Guidelines and the Financing Agreement.

S/he will support all interpretations and translations from English to Khmer and vice-versa. S/he will also support all administrative tasks if required by Imprest Administrator.

Qualifications and skills:
- Previous experience with interpretation and translation for at least 5 years;
- Knowledge of community and rural development;
- Previous experience in administration preferred;
- University degree in related field preferred;
- Good communication with government agencies, NGOs and private sectors;
- Ability to work in team;
- Knowledge of computer skills;
- Previous donor funded project experience.
