Senior Gender Development Officer

The ADB- Cambodia Resident Mission (CARM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB’s activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.
Description of Responsibilities To support Cambodia Resident Mission (CARM) in social development and gender development (SD/GAD) in partnership with the government, development partners (DPs), the private sector and civil society organizations. To assist in addressing ADB’s strategic objectives related to SD/GAD, promote ADB and the Government’s policies, strategies, plans, and programs related to SD/GAD, and the design, preparation, and implementation of loans, grants, and technical assistance (TA) projects in these areas.  
Reporting Arrangement ♦ Supervisor: Country Director CARM and/or designated International Staff ♦ The following staff positions may be supervised by the incumbent:   - Administrative Staff
Selection Criteria Specific criteria include
♦ Suitability to undertake the responsibilities mentioned above at the required level ♦​ ​Bachelor’s degree, preferably in social/ economic development, public policy, or related fields; preferably with Master’s degree or equivalent ♦ ​At least 8 years of related work experiences, experience in project formulation and project management focused on GAD; and at least 4 years of supervisory experience. ♦​ Excellent analytical skills. ♦​ Exposure to policy dialogue on pro-poor policies, social sector reforms and social development. ♦ ​Good understanding of ADB guidelines, and Government policies and programs in GAD. ♦​ Strong conceptual skills and ability to identify issues and appropriate actions at the field office level. ♦ Strong planning and organizing skills to handle a multitude of tasks under given timelines. ♦ Effective report writing and English commu-nication skills. ♦ Strong oral and written communications skills. ♦ Proficiency in word processing and spreadsheets software and information technology. ♦ Strong interpersonal skills and teamwork and ability to develop rapport internally and externally in a multicultural environment. ♦ Able to mentor Administrative Staff to facilitate work planning, delivery and quality review ♦ Able to work collaboratively with teams as a constructive team member.
