The State Department cited improved efforts to stop trafficking as its reason. The report noted that Phnom Penh needs to take further steps, including enacting a comprehensive anti-trafficking law. Cambodian human rights groups generally welcomed the reclassification, but agreed the country needs to do more. The move to means Cambodia will not face US government sanctions.
