In a historical move, King Norodom Sihamoni has issued a royal decree appointing Chap To, a visually impaired individual, as undersecretary of state to the Ministry of Social Affairs, Veterans and Youth Rehabilitation.

As confirmed by the Disability Action Council (DAC), this appointment marks the first time a person with visual impairment has assumed this senior role.

To's distinguished career path has seen him champion the rights and welfare of people living with disabilities across the nation.

In addition to his new position, To is renowned as president and founder of the Samneang Music Association for the Disabled, thus placing him at the forefront of activities geared towards improving the independence and welfare of disabled Cambodians.

Born in 1993 to farming parents in Svay Rieng province, To completed his bachelor's degree in commerce in 2016. As head of the music association, he currently oversees around 700 individuals, a figure shared by the DAC on June 30.

Highlighting the government's focus on disability rights, the DAC commended the considerable attention given to individuals with disabilities. The council cited the implementation of laws and standards tailored towards protecting the disabled and facilitating their independent living.

Moreover, it noted a rising trend in the number of disabled individuals being encouraged to seek employment opportunities within both private and public sectors.
