Sam Rainsy sent a letter April 25 to Jacques Chirac congratulating him on the results

of the first round of the French presidential election. "We hope that the French

government will show a stronger determination to defend human rights and democratic

values all over the world," Rainsy wrote. "In Cambodia these values will

lead to better governance, which entails a more vigorous fight against corruption."

Chirac was recently investigated for corruption in France.
