COMPANY OFFICE LOCATIONS
The Municipality of Phnom Penh requests the Minister of Commerce to decide on the

proposal for companies to have prior approval from the Municipality for company office

locations before issuance of registration certificates by the Ministry of Commerce.

LAND USE AND OWNERSHIP

The Municipality of Phnom Penh instructs the Governors of Khan Chamkar Morn and Chief

of the Office of Territorial Management, Urbanization, and Construction that it plans

to create a road and garden spanning from Hun Sen Park to Monivong bridge along the

Bassac river bank in the near future. Therefore, all types of construction and issuance

of land ownership certificates are prohibited.

TAX PENALTIES

Any violation of tax provisions stipulated in Article 125 through Article 129 is

subject to the penalty prescribed in Article 130 through Article 140 of the Law on

TAX NONPAYMENT WARNING

The Ministry of Economy asks the heads of enterprises who have not paid tax to pay

tax debts no later than Oct 31, 2000. Failure to do so authorizes the Ministry to

take strict collection measures provided in the Tax Law such as freezing bank accounts,

terminating import and export operations, nullifying permits and licenses and publicizing

the names of non-tax-paying enterprises and the tax amounts owed on TV, radio and

in newspapers.

NOISE REGULATIONS

The Municipality of Phnom Penh prohibits the drivers of all types of motor vehicles

operating on the roads around the Royal Palace from roaring their engines and honking

NEW ELECTRICITY RATES FOR PHNOM PENH AND KANDAL PROVINCE

The new prices of electricity in Phnom Penh and Kandal province shall be applied

to electric bills beginning Sep 1, 2000 as follows:

New price per/kwh by consumer type

Citizens' residence:

1 to 50kwh/month: 350 riels

51 to 100kwh/month: 550 riels

over 101kwh/month: 650 riels

State Institutions: 700 riels
All types of NGO offices, residence of foreigners, and Embassies: 800 riels

Places of Business (hotels, motels, entertainment clubs, stores, private banks, private

company offices, etc.)

small-sized business: 650 riels

medium-sized business: 600 riels

large-sized business: 500 riels

use on medium voltage: 480 riels

Industry and craft

small-sized industry: 600 riels

medium-sized industry: 550 riels

large-sized industry: 500 riels

use on medium voltage: 480 riels

The Joint Prakas defines the following terms:
Small: Customer with the line connected to public distribution network (220

volts or 380 volts).
Medium: Customer with the line directly connected to distribution cabin on

a low voltage current and a gauge installed for such low voltage current whose consumption

is at least 20,000 kwh per month.
Large: Customer has his own cabin or partial use of power of public cabin

and has a gauge in or next to his own cabin whose consumption is at least 50,000

kwh per month.

Medium voltage: Customer whose consumption connected to medium voltage

network and gauge is installed for medium voltage whose consumption is at least 80,000

The Prime Minister informed the Council of Ministers of the discussion with the Swiss

Foreign Minister regarding several items including a request for Switzerland to help

search for Cambodian state and private assets that remain in Swiss Banks and to return
