FOREST POLICY

Creation of a National Committee for Consultation and Solution on Management of Protected

Natural Areas. The Committee is composed of Mok Maret as chair, Keang Vang and Chan

Tong Yves as deputy chairs, Ly Thuch, Pol Saroeun, Hok Lundy, Sao Sokha, Sin Sarun,

Sisovath Chivanarith, Oum Bunthoeun, and Keo Khemra as members. It has duties to:

  • participate in consultation relating to management of protected natural areas;
  • participate in consultation relating to conservation and development of protected

    natural areas;

  • raise measures to prevent and solve the anarchy in protected natural areas; and
  • participate in assessment and consultation relating to the mapping of protected

    natural areas.

FOREST CRIMES
Report on Monitoring the Forest Offenses Committed in Second Quarter of 2000.

The Ministry of Agriculture shall continue to monitor, report, and crack down on

the offenses committed in provinces/municipalities and conduct aerial monitoring

over forest concessions and other areas to determine the offenses and take measures

to suppress them on time. The forest clearing for slash-and-burn farming, residence,

and agro-industrial development is serious. The Ministry shall order the local authorities

to strengthen the implementation of relevant existing regulations promptly. Announcement

CRIMINAL LAW
Outcome of Interministerial Meeting on Draft Code of Criminal Procedures. The

Draft Code consists of 584 articles prepared by the Ministry of Justice. After three

discussion sessions in which there was disagreement on some meanings and wording,

the meeting was adjourned so that the experts of the Ministry of Justice and Ministry

of Interior could further discuss the meanings and to allow the Minister of Justice

to consult with the Deputy Prime Minister on how to solve the issues of jurisdiction,

SALARY TAX
Salary tax is to be leveled on all persons who receive a monthly work salary

of more than 500,000 riels, including government officials, elected officials, officers

and directors of enterprises. This tax is to be withheld by the employer and must

be paid to the tax administration no later than the 15th of the month after the salary
