Shocked residents from two communes in Kandal province say that the Electricity Authority of Cambodia (EAC) has failed to deliver on a promise to cut the price from 1,700 riels to 1,100 riels per kilowatt hour. Representative Soun Ny said the new rates should have gone into effect this month. An EAC spokesman said the authority never promised to reduce prices, but merely told the communities about a broad government plan to do so.
