King Norodom Sihanouk has requested he be removed from his position as head of the

highest judicial body in the land. In an open letter on July 16, the King said of

the much-maligned Supreme Council of Magistracy: "I cannot be responsible for

the weakness and lack of a judicial system in Cambodia." To approve the request

would require an amendment to the Constitution, with two-thirds of the members of

both the lower and upper houses voting in favor.
