Sok An, the government's chief trial negotiator, reported "progress" in six
rounds of talks held at UN headquarters in New York on establishing a Khmer
Rouge tribunal. Sok An met with Secretary-General Kofi Annan and lead the
Cambodian delegation in a series of meetings with UN legal counsel Hans Corell,
the head of the UN delegation. Corell described the final meeting as "very
intense" and said it dealt with "substantive issues". Sok An will discuss
developments with the Prime Minister before a second round of talks to be held
in Phnom Penh is scheduled.
