An 18-year-old man was charged with raping a 3-year-old girl in Takeo’s Bati district on Monday, according to Soun Pun, deputy provincial police chief. He said the suspect, Loch Rathany, broke down in tears and admitted to committing the rape to police, which occurred while the victim’s grandmother went to a market to buy food on February 22.
