The National Election Committee (NEC) is set to print 100,850 ballots for the fourth capital-provincial-town-district council elections, as announced by NEC spokesperson Hang Puthea on March 27.

“We are continuing with the preparations for publishing the ballots, including their forms and sizes. We have already resolved to spend 908,442,500 riel [$223,834] on this task,” he said.

The committee recently conducted a “lucky draw” to assign the position of political parties on the polling cards for the vote at capital and provincial election commissions nationwide. 

Unlike other elections, the capital-provincial-district council elections are not based on universal suffrage. Instead, it involves commune councilors electing members for two types of bodies: the capital and provincial councils and the town-district councils.

Five political parties – the ruling Cambodian People’s Party (CPP), Khmer Will Party (KWP), Nation Power Party (NPP), FUNCINPEC and Khmer National United Party (KNUP) – will contest the elections scheduled for May 26.

NEC chairman Prach Chan led a March 26 meeting to review and decide on several documents, including the production of educational videos, handbooks for the council election and the publication of legal books in English on the Senate election and amendments to the election law.

A press release from the committee noted that the meeting attendees had revised some content of these documents and had agreed in principle on documents related to a survey for examining voter lists and registration for 2024.

It also noted that the participants had approved three educational videos for the upcoming elections. These include educational videos entitled: “Understanding the Non-Universal Elections”, “The Council Elections” and an animated video on “Election Campaigns”.
