Phnom Penh Governor Chea Sophara offered a $1,000 reward to any police officer who

stopped overloaded trucks from entering the city. The trucks have been blamed for

damaging Phnom Penh's roads. Sophara said he would burn the overloaded trucks at

the Independence Monument.
