The Ministry of Interior has instructed municipal and provincial administrations across the country to hold meetings to review working outcomes for 2021 and to outline working directions for 2022.

In a letter dated January 26, interior minister Sar Kheng informed all governors that due to the outbreak of Covid-19 stemming from the so-called February 20 community event – when the first community case was recorded – the ministry had been forced to suspend last year’s meeting to review the 2020 results and set the direction of 2021.

The letter added that Cambodia has now successfully controlled and curbed the spread of Covid-19 and has declared the February 20 community event over. This has created a positive environment for socio-economic activity.

On this basis, the ministry has requested all capital-provincial administrations to meet, following a similar event which the ministry held to summarise its own achievements and plan for the future.

The ministry’s meeting helped it to set several tasks that the administrations must focus on.

The capital-provincial administrations must discuss and summarise the results of the competition held to implement the “safe village-commune policy” and evaluate the results of the Commune Council of the fourth mandate.

“Each administration must also prepare a report summarising its work results for 2021 and include detailed programs and relevant documents, then send it to the capital-provincial department of administration and the ministry’s department of administration via Telegram before the end of January,” the letter added.

Kep provincial governor Som Piseth told The Post that Kep had prepared an annual report and had already reviewed procedures with both the board of governors and the provincial council. The provincial side was waiting for the head of the government working group to announce the meeting guidelines so it could submit its report.

Piseth said that the report summarised the results of political, economic, societal, legal, environmental, sanitation and developmental projects, and compared them to the annual development plan and the three-year rolling investment programme.

At the same time, he set the direction for 2022, saying the administration would focus on maintaining peace, political stability for elections and general social order, and promoting investment growth.

“First, without security, order and peace, we can achieve nothing. This focus is a priority. Second, we will promote the local economy through job creation and population growth. This means organising the reopening of the tourist sector. Once tourism is fully open, we will attract more visitors, stimulating incomes and creating jobs. Our third task is to promote investment growth. We strive to attract both private and public investment.”

Kampong Speu provincial governor Vei Samnang said that in 2021 the province completed six major projects, mostly in the area of infrastructure.

The projects included installing lamp posts, paving roads, preparing drainage systems and sidewalks and building roundabouts. A One Window Service office was also constructed.

“There were 20 town-district infrastructure projects completed, including bridge building and the digging of ponds,” he said, adding “79 of 90 commune projects are 100 per cent finished.”

The provincial governor added that in 2022, they planned to demark 17 new villages, to move services closer to the population.

“We have requested to divide some villages. There are currently 1,377 villages, but they are spreading far from the original boundaries. We want to change the boundaries to reflect the density of our population,” he added.
