V ATICAN CITY -The Vatican last week established full diplomatic relations with

Cambodia, where all Roman Catholic believers were persecuted during the rule of

the Khmer Rouge.

The ties with predominantly Buddhist Cambodia were

forged after a trip to the southeast Asian country this month by Monsignor
