Cambodia signed a bilateral agreement on June 27 that prohibits the extradition of
US citizens to the International Criminal Court (ICC) if they are charged with war
crimes or crimes against humanity. The Article 98 deal prevents Americans in Cambodia
and Cambodians in the US from being extradited to the ICC. The ICC, based in the
Netherlands' Hague, may only intervene when a country is unable to carry out a trial
or lacks the political will to do so. It was inaugurated on March 12.
